My 67 185 also was hard to deploy especially 30 to 40 degrees.  Installed McFarlane flap roller kit and a world of difference.  
only recently there seems to be lots of drag on my flaps and applying full flaps on final almost takes two hands.  This happened about four years ago and found a pulley was splitting and causing the cable to get stuck in the wedge of pulley.
I am inspecting the cable and pulleys again, but noticed the pilot side flap want to vibrate roughly when activating the flaps up and down.  The other side seems to be much smoother.  Has this happened to anyone?  Would that indicate a problem at the flap connection?  is this a big job to repair?
