Take it to Beegles and see what they can do with it. But my experience says if it has a trim tab on the aileron, someone has already tried to adjust it out and there is not enough adjustment availablle to correct the problem, hence the trim tab. The offending parts of that airplane were probably rebuilt without the proper jigs. I would not buy a plane that will not rig unless the seller corrects the problem.
 
Beegles Aircraft, at Greeley, Colorado. Close to Denver and hands down the best for rigging or any other repair requirement on your 180 or 185.

I'm not able to check right now, but if you will go to the Cessna Pilots Association website, you should be able to find a list of CPA Trained Riggers.
