Frozen Up Flaps

I usually leave the flaps @ 10 when putting the wing covers on,seems that it's just warm enough with the covers on for liquid to run into the flap area.I have had a need in the past to gently rock the trailing edge of each flap to break them loose when frozen if I forget to leave them at 10.

Anyone have a trick for dealing with frozen up flaps (aka stuck at 0)?  I seem to get them pretty consistently.  I park outside with wing covers in Anchorage so lots of freeze/thaw cycles.  Yesterday i used the red dragon to get them down for take off only to have them freeze up in flight.  The wings were free of snow and moisture and it was about 20F.
